The properties missing <br />from the trail system are under private ownership. <br />Remerowski asked what kind of use the trail system near <br />Aspen Circle gets. <br />Pedersen reported that the system is not used heavily, <br />but does get used. <br />Scalze pointed out that because of the missing pieces, <br />the system is a difficult connection. <br />Morelan pointed out that Payne Avenue is not a heavily- <br />traveled street. Therefore, Payne Avenue to LaBore <br />could serve as an interim connection. <br />Fahey stated that if the City is convinced that Mr. <br />Heinel will not sell, the trail system should either be <br />rerouted, or the City should condemn the property. <br />Sanders pointed out that Edgerton Street may become <br />more important due to the Vadnais-Sucker Lake Park <br />development. Vadnais Heights currently has a request <br />for funding for a trail along Centerville Road to <br />Highway 96. Edgerton may then serve as a connection to <br />the regional trail system to the north. <br />Scalze pointed out that on the west side of Edgerton <br />there are only a couple of pieces of property missing <br />under the powerline. It may not be that difficult to <br />complete this portion of the trail system. However, <br />Scalze pointed out that the Park & Recreation <br />Commission received a lot of opposition from the <br />property owners last fall during a meeting they held on <br />this issue. <br />Fahey suggested that the Commission look at trail <br />options. If there is an alternative, that might be <br />preferable to making a lot of property owners angry. <br />If there are no feasible alternatives, then the Council <br />may have to consider condemning property. <br />Remerowski pointed out that the Heinel property is <br />zoned R-1. Given the commercial development in the <br />area, perhaps the Heinel property should be rezoned. <br />That would make it more valuable and may entice the <br />Heinel's to develop the property.
