Fahey asked if <br />any rezonings which are identified as part of the Comp <br />Plan process would be tabled until the September report <br />is presented. <br />The City Planner suggested that if the Council is of <br />the mind that the market will drive decisions on uses, <br />then any rezonings should wait until the September <br />report is presented. The Planner asked if the market, <br />or the City's objectives, will drive the redevelopment <br />project? <br />Fahey replied that the answer was yes to all three. <br />The Planner felt that one of the elements will take <br />precedence. <br />Fahey replied that he felt that a combination of all <br />three elements will drive redevelopment decisions. <br />Fahey agreed that rezonings should wait until the <br />development framework report is presented. Fahey <br />stated that he is sensitive, however, to property <br />owners who want to be released from the development <br />moratorium. Fahey asked if the Schroeder property, for <br />example, should be released. <br />The Planner felt that depended on the scope of the <br />project. The Council could release some properties <br />outside the Rice Street/Little Canada Road area, or <br />wait until the report is completed. <br />Fifield stated that their primary objective would be to <br />be flexible. Over the course of the study, things will <br />be encountered which will require flexibility. <br />Ideally, however, it would be preferable to wait until <br />the study is completed. It would be in the later <br />stages of the process before implementation decisions <br />are made. If the City needed to accommodate some <br />things, the scope of the work can be adjusted. Fifield <br />stated that his group will try to come up with the <br />right answers as well as clear action-oriented steps. <br />Fahey asked about the process. <br />10 <br />
