MINUTES <br />CITY COUNCIL <br />MARCH 22, 1995 <br />Planner's involvement will help them to focus on what <br />they need to. His group is offering the City an <br />objective look at what is going on with no <br />preconceptions. <br />Fifield also informed the Council that the marketing <br />analysis component is a part of a multi-faceted study. <br />That study will take a look at what the City wants to <br />do, and what will provide the greatest amount of <br />success given Little Canada's place in the market. <br />Fifield suggested that doing all the facets of the <br />study, listening to the community, and combining the <br />results will result in the best plan that can be put <br />together. <br />Fahey asked how the Comp Plan update will be impacted <br />by the development quide study. <br />The City Planner replied that the concept of the <br />development study will fit in with the Comp Plan <br />update. The Comp Plan will have broader goals, while <br />Fifield's study will take a more detailed look at the <br />area. The Planner stated that the Comp Plan update <br />that has been done at the Planning Commission level has <br />started to set some of the parameters for Rice Street <br />knowing that up until a few weeks ago the assumption <br />was that the Venetian Development Corporation would be <br />redeveloping the area. <br />The Planner pointed out that things have changed <br />direction in the last few weeks, and the Council is at <br />the point where it would like to put together a plan <br />which lays out what the City expects to see from a <br />developer versus responding to a developer. <br />The Planner stated that his feeling was the scope of <br />the development framework proposal submitted by Ehlers <br />was not as focused as it could be toward the <br />implementation of a project. The Planner stated that <br />he would recommend identifying steps to get the City in <br />a new direction. The Planner was not sure that all <br />these steps had been identified. The Planner was not <br />sure the City's goals were clear enough at this point. <br />The Planner felt that the development guide process <br />could be a part of the Comp Plan update process or <br />could occur beside it. However, the Planner felt that <br />goals should be clearly identified so that when the <br />City gets the end project it will know what it intends <br />9 <br />
