MINUTES <br />CITY COUNCIL <br />MARCH 22, 1995 <br />Bujold replied that their market analysis will include <br />primary market research and secondary market research. <br />Secondary research includes a look at demographic data, <br />things that have already occurred in an area, as well <br />as trends. The market analysis would not look at <br />Little Canada in and of itself, but rather as part of <br />the northern metro area, the Twin Cities, and how <br />Little Canada fits into the area. Town meetings are a <br />part of the process in order to obtain input from <br />residents and property owners. Bujold stated that the <br />objectives of the development guide will be decided on <br />by the community through a cooperative process. Bujold <br />estimated that the market analysis would have a shelf <br />life of 2 to 3 years before a serious update would be <br />needed. It is possible that changes occur quicker; <br />however, Bujold stated that they try prepare for <br />changes in doing the analysis. Bujold stated that the <br />current market data such as vacancy and lease rates can <br />change very quickly. <br />Pedersen asked if the market analysis is open-ended and <br />based on location. <br />Bujold replied that the analysis is somewhat open- <br />ended, but is based on the objectives that are <br />established and the existing uses. Bujold replied that <br />they will try to be as realistic as possible. <br />Fahey asked if this proposal will consider the work <br />already done by the City Planner as part of the <br />Comprehensive Plan update so that efforts are not <br />duplicated. Fahey pointed out that there has been some <br />question as to why the City Planner is not undertaking <br />this task. Fahey also pointed out that the Planner has <br />valuable input to add to the process. <br />Bujold replied that they would be happy to make every <br />effort to do so. <br />Scalze asked why the City Planner was not given the <br />opportunity to bid, pointing out the expertise and <br />knowledge that he has. <br />Fifield reported that they are going into the project <br />assuming that they will work closely with City staff. <br />The work that will be done will impact the work that <br />the City Planner is doing in updating the Comprehensive <br />Plan.
