MINUTES <br />CITY COUNCIL <br />MAI2CH 22, 1995 <br />could not effectively fill. <br />Scalze pointed out that both Frank Graczyk and Dick <br />Boss have indicated that it takes between 30 and 40 <br />hours per week to perform the duties of Fire Chief. <br />Scalze suggested that should Boss retire, perhaps the <br />Fire Department could designate Fire Coordinator <br />position. Should the Director take a position such as <br />that, it would resolve the concerns with multi- <br />department head status. Scalze stated that she would <br />like to avoid the problems that Arden Hills has <br />experienced. <br />Fahey suggested that the Director may desire to be <br />Chief, be willing to dedicate the time, and the <br />Department may be willing to give him administrative <br />support. <br />Pedersen stated that it seems like the Director will be <br />the next Fire Chief, but noted that the problem is that <br />the additional duties may affect his performance as <br />Park & Rec Director. Pedersen asked Morelan if he <br />desired to be Fire Chief. <br />The Director replied that he did not know. He also <br />felt that 30 hours per week for performance of the <br />Chief~s duties was an overstatement. The Director <br />pointed out that Boss has done a lot of delegating <br />within the Department. <br />Fahey noted that the City Administrator would monitor <br />the Director's performance, and should a problem occur <br />due to the addition of Fire Chief duties, it could be <br />addressed. <br />Scalze felt that that would put everyone in a difficult <br />situation. <br />Pedersen felt that the Director~s serving as Fire Chief <br />in addition to Park & Rec Director would result in a <br />negative perception by the public. There would be one <br />person doing too many things. <br />Fahey pointed out that the Fire Department is an <br />independent contractor hired by the City to provide <br />fire protection services. <br />Pedersen stated that the Council knows that, but the <br />
