MINUTES <br />CITY COUNCIL <br />APRIL 12, 1995 <br />Morelan pointed out that the savings from rebidding the <br />project will be a savings to the taxpay~ars of the City <br />should that savings not result in lower assessments to <br />the individual property owners. <br />Waite stated that he was concerned about the extremely <br />perfidious decisions being made by the Council. Waite <br />indicated that the decisions made are sumeone else's <br />way and being forced down the residents' throats. <br />Waite pointed out that the residents we:re told that <br />stop signs would be placed on the Old County Road C <br />curves, and they have not. Waite also pointed out that <br />in the design specs for the road improvement it appears <br />that the road is cutting off the corner of his yard. <br />Waite was concerned that the City would be taking his <br />property without his knowledge. <br />The Administrator replied that the City cannot take <br />property without notice. The plans and specs for the <br />road improvement indicated that the road is within the <br />right-of-way. This is being double-cherked, and if <br />private property is required, easements would be <br />obtained. <br />Fahey suggested that should Waite have ~~dditional <br />concerns, that he discuss them with the City <br />Administrator. <br />Waite stated that the City should be honest and up- <br />front with its citizens. If private property is <br />required for the road improvement, the ~?roperty owners <br />should know about it. Waite also repor~ted that it was <br />his impression from previous meetings that the corners <br />of the road would be squared-off to slow down traffic. <br />5calze asked if the plans and specs show the corners <br />being rounded. <br />The City Administrator reported that th~>_ City Engineer <br />is trying to find a balance that will s:Low down traffic <br />but not impose any unnecessary liability on the City. <br />Scalze pointed out that the Council rep.resented to the <br />property owners that the road corners would not be <br />rounded off. <br />Morelan pointed out that there isn't ad~squate right-of- <br />way to round the corners off if the Cit,y is working <br />10 <br />
