The <br />Administrator suggested that if any of the property <br />owners have questions or comments about the project, <br />they should contact him. A letter was ;sent to affected <br />property owners clarifying the neighborhood meeting <br />comments and asking that any questions on lowering the <br />road be directed to the City Administrator. <br />Waite reported that at the neighborhood meeting after <br />the property owners were informed that the decision had <br />already been made to lower the road, many of the owners <br />left. Waite expressed concern that the:re was no <br />conversation about the change in the pr~~ject since the <br />property owners were informed that the decision had <br />been made. Waite pointed out that to get water out of <br />front yards along Old County Road C, th~~ road will have <br />to be lowered substantially. Waite ask~ad who would pay <br />the additional cost. Waite noted that if that cost is <br />paid by the City, it is still taxpayer ~9ollars. <br />Fahey agreed that now was the time to look at the <br />possibility of lowering the road and eliminating the <br />ditches. Fahey acknowledqed that there was a mistake <br />made in how the option was presented at the <br />neighborhood meeting. <br />Waite pointed out that the property own~=_rs have already <br />paid for one storm sewer system along their street. <br />Waite asked if the savings that were re;~lized in <br />rebidding the project would be passed on to the <br />individual property owners via a reduction in their <br />assessments. Waite indicated that the ;atatement was <br />made at the neighborhood meeting that there would be no <br />savings to the property owners. <br />The City Administrator pointed out that property owners <br />would be assessed for a standard road s~=_ction. Any <br />costs above those of a typical residential road section <br />are borne by the City. If prices for that standard <br />section come in lower than estimated, then the <br />assessment rate to the residents would drop. The <br />Administrator also reported that the City Council will <br />be reviewing the City's street assessment policy prior <br />to the assessment hearing to ensure that the policy <br />provides for equitable assessment formulas for <br />improvement projects. <br />9 <br />
