MINUTES <br />CITY COUNCIL <br />APRIL 12, 1995 <br />COMPENSATION BEING PROVIDED BY MN DOT TO THE CITY FOR <br />THIS PORTION OF ROADWAY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />ROCKY WAITE Rocky Waite appeared to address the Council regarding <br />CONCERNS concerns which he has regarding the Jackson/Old County <br />Road C/Lakeshore street reconstruction project. Waite <br />pointed out that last year an improvement hearing was <br />held to discuss the reconstruction of these streets. <br />The repairs proposed by the City were different from <br />what the residents wanted. The City approved a <br />reconstruction project rather than the type of <br />improvements the residents proposed. A few months <br />later, the Council discussed with the r~~sidents the <br />possibility of sidewalk and trail improvements in the <br />area. Even though there was little support for a <br />trail, the improvement was ordered by the Council. <br />Next, the bids for the road reconstruction came in too <br />high. The residents were informed that the project <br />would be rebid in the Spring of 1995. Property owners <br />thought they would then be notified to discuss the new <br />bids, but that was not done. New bids ~aere taken, and <br />the low bid awarded without input from the residents. <br />Waite then reported that last week a neighborhood <br />meeting was called to discuss the lowering of Old <br />County Road C. Neighbors met on the st:reet with the <br />City Engineer and Public Works Superint~andent. After a <br />few minutes, the Superintendent informed the residents <br />that the decision had already been made to lower the <br />road. Waite also commented that there were no plans <br />available to show what the road would look like. <br />Waite stated that at this neighborhood meeting he asked <br />about the utilities under the road. Ae was told that <br />the pipes would be dug up, insulated, and would be <br />fine. Waite was concerned that when th~~ area is <br />filled, settling could occur affecting the road surface <br />later. Waite pointed out that there ar~s currently <br />catch basins in the area that are highe:r than the road <br />surface, thus doing no good. Waite again expressed <br />concern that there are no plans and spe~;s available to <br />show residents exactly what will be don~~.
