MINUTES
CITY COUNCIL
APRIL 12, 1995
are very low, and asked if lowering the road will help
in those instances. Waite wanted assurance that water
problems in the area would be corrected.
Fahey stated that the project will be engineered so
run-off is not flowing into people's ya:rds.
The City Administrator reported that the intent of the
neighborhood meeting was to inform the property owners
of two options. The first would be that the road grade
could remain as is. The second is that the road grade
could be lowered and ditches eliminated. The
Administrator reported that it was his :recommendation
that the City Engineer look into the po:ssibility of
lowering the road, since it did not mak~a sense to
install curb and gutter and still retain existing
ditches. Lowerinq the road will impact driveways. It
was the intent of that neighborhood meeting to present
these options and obtain input from the neighborhood.
The road project would not be redesigned to provide for
lowering the road if it became apparent that this was
not a viable option.
The Administrator reported that at the neighborhood
meeting the comment was made that the decision had
already been made. This was incorrect. The
Administrator reported that the City is trying to build
the best project possible. Drainage is one component
of the project being looked at, and the City felt that
lowering the road may dramatically improve the drainage
of the area. There are currently four ratch basins in
along the road. Two of these are not d:raining a great
deal of water. The City Engineer has looked at the
storm sewer pipe and determined that it has the
capacity to adequately drain the area. It is the catch
basin situation that needs improvement. The
Administrator agreed that there may be ;some yards that
are difficult to work with, but best ef:Ports would be
made to address each property. The Administrator
reported that once the project is completed, the
situation will not be perfect, but it w.ill be better
than what is existing.
The Administrator reported that he has discussed the
matter with Mr. Waite. Mr. Waite did not disagree with
lowering the road, but wants to ensure that the best
project possible is built. The Adminis~trator reported
that the City Engineer will prepare plans and specs for
8
