MINUTES
CITY WUNCIL
APRIL 24, 1995
group of people. Schroeder pointed out that covering
the same ground at workshops would be time consuming
and burdensome and would hinder the process.
Fahey pointed out that there are some very interested
property owners, and he would hope that they
participate.
Schroeder suggested a sign up list for interested
parties so that these individuals can get meeting
minutes and other information. In that way if an
individual misses a workshop, they can read the minutes
and be kept up-to-date on the process.
Fifield again stated that the steering committee would
serve in an administrative capacity, and felt that the
Council serving as the steering committee was fine.
Morelan agreed if the steering committee was strictly
an administrative body, and as long as there was
adequate opportunity for others to offer input.
Morelan pointed out the vested interests property
owners have in the area, and the need for the plan to
have the backing of the majority of property owners in
the Rice Street/Little Canada Road area. One way to
ensure this is to get those property owners involved in
the process.
Fahey again pointed out that minutes and advance
reports would be sent to interested property owners and
residents who request to be on the mailing list.
Fifield indicated that there may be some advance
reports; however, there is some value from their
perspective in providing an explanation and getting
initial reactions.
Schroeder indicated that given the short timeframe
within which to work, the consultants would likely be
working on reports up until the last minute.
Therefore, did not anticipate a lot of advance
reporting. Schroeder also pointed out that the
workshops are meant to be very participatory.
Knudsen felt that setting the Council up as the
steering committee ran the risk of limiting
participation. Knudsen felt that may cause the
consultants to focus on the group which will ultimately
make the decision.
Fifield replied that this is clearly not their intent.
Fifield suggested that more not be made out of the
steering committee than it is, that is, purely an
administrative body.
3
