MINUTES <br />CITY COUNCIL <br />MAY 24, 1995 <br />suggested that there could have been a serious accident <br />because of the situation. Waite also reported that the <br />gas was turned off to his home without notice. Waite <br />was concerned that NSP would turn the gas back on <br />without lighting pilot lights, thus causing a safety <br />hazard. <br />Fahey reported that the gas was turned off because a <br />contractor had broken the gas line. <br />Morelan reported that it is NSP's policy to shut off <br />services so that once the gas is turned back on, <br />service to individual homes will not be restarted until <br />pilot lights are lit. <br />Fahey suggested that Public Works follow up with the <br />contractor to ensure that the street is marked as being <br />closed whenever necessary. The contractor should also <br />be reminded to notify both the Sheriff's Department and <br />Fire Department whenever streets are being closed. <br />The City Administrator reported that both the Sheriff's <br />Department and Fire Department have been notified of <br />the construction project and informed that the road <br />would be open to local traffic only. The Administrator <br />stated that he would follow up with these departments <br />again. <br />Waite reported that at the last meeting the Council <br />guaranteed that the street would not be built in his <br />yard. Waite reported that the street is being <br />constructed at the edge of his property, and the City <br />has requested that he grant an easement for snow <br />storage. Waite was concerned with slowing traffic <br />speeds through the area, and suggested that squaring <br />off the corners would do that. <br />Fahey pointed out that the City has to balance the <br />issue of traffic speeds with driver's ability to <br />navigate the corner. To the extent that both can be <br />accomplished, that is fine. Fahey reported that the <br />radius as proposed on the corner at Lakeshore and Old <br />County Road C is already too sharp to meet engineering <br />standards. Without the snow storage easement, the road <br />would have to be pulled back from the Waite property, <br />and the corner sharpened even more. <br />Waite felt that a stop siqn was needed on the corner <br />similar to the one at Demont and Viking Drive. <br />Scalze pointed out that the design of the corners was <br />10 <br />
