At <br />that time the City Engineer wanted to soften the curves <br />at Lakeshore/Old County Road C and at Old County Road <br />C/Jackson. Scalze pointed out that the Council wanted <br />the corners squared off in order to slow traffic. <br />The City Administrator reported that in order to round <br />off the corners of the road, additional right-of-way <br />would have to be acquired. Reconstructing the road in <br />the same position that it was resulted in corners at a <br />75 foot radius which is below engineering standards. <br />The engineers designed the reconstruction so that the <br />road edge is off the Waite property at the corner by 2 <br />to 4 feet. The City has requested a small snow storage <br />easement from Mr. Waite. <br />The Administrator reported that a sharper corner can be <br />designed. However, the City Engineer then recommended <br />a super elevation. This could result in faster traffic <br />speeds around the banked corner. The Administrator <br />felt that the project was addressing traffic speeds <br />short of installation of a stop siqn or speed bumps. <br />He pointed out that there is currently no curb and <br />gutter along the street. Installation of the curb and <br />gutter will provide a visual impact slowing down <br />drivers and restricting vehicles to the paved area of <br />the road. <br />Waite felt there were two options to resolve the public <br />safety concerns. The first would be to construct a <br />sharper corner with a veladrome. The second would be <br />to soften the curve and cut into his property with <br />additional road right-of-way. <br />Fahey asked if Waite were willing to grant the snow <br />storage easement. <br />Waite stated that his preference was that the road be <br />moved further away from his property. <br />The City Administrator replied that that could be done. <br />The road would then impact the property across the <br />street to a greater degree. The Administrator reported <br />that even as currently proposed, the road is shifting <br />some ten feet to the southeast at certain points. <br />Waite felt it important to move the road back from a <br />public safety standpoint. Waite felt this would slow <br />traffic speeds and make the area safer. Waite <br />indicated that he was not willing to grant the City a <br />snow storage easement since he believes the softer <br />11 <br />
