MINUPES <br />CITY COUNCIL <br />MAY 24, 1995 <br />flexible allowing the City to review proposals on a <br />case-by-case basis. Under an in-fill ordinance, a <br />developer would submit a request for a building permit. <br />The Building Inspector would then determine whether the <br />lot was an in-fill lot, and whether the housing <br />proposed met the general character of the neighborhood. <br />If the Building Inspector denied a building permit <br />request, the developer could appeal that decision to <br />the Planning Commission and then the City Council. <br />Morelan pointed out that the issue arose from the <br />application to move a house onto a lot on Twin Lake <br />Trail. Morelan stated that other than this situation, <br />he is not aware of any others that have come up. Given <br />this fact, he questioned the need to amend the code in <br />such a way as to increase the workload on staff. <br />The City Planner felt that the in-fill ordinance <br />approach would address the problem without a lot of <br />extra burden on staff. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-5-142 - CALLING A PUBLIC HEARING FOR <br />WEDNESDAY, JUNE 28, 1995, AT 7:30 P.M. TO CONSIDER <br />AMENDING SECTION 903.020 ESTABLISHING AN ADMINISTRATIVE <br />DESIGN REVIEW PROCEDURE AND DESIGN STANDARDS FOR IN- <br />FILL RESIDENTIAL DEVELOPMENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Fahey, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Council asked that the City Attorney review the <br />proposed ordinance amendment and be prepared to comment <br />on it at the public hearing. <br />EXTENDING Council noted the moratorium on B-3 Zoning <br />MORATORIUM Districts within the City, except fo r those properties <br />IN B-3 within the Rice Street TIF District, expires on June <br />ZONING 1, 1995. Council also reviewed the City Planner's <br />DISTRICTS report dated May 11, 1995 regarding Rice Street <br /> planning and zoning issues, and his recommendation for <br /> amending Section 912 of the Zoning Code relating to <br /> permitted accessory and conditional uses in the B-3 <br /> District. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />13 <br />
