MINUTES <br />CITY COUNCIL <br />JUNE 13, 1995 <br />Partial <br />Payment to <br />Valley <br />Paving <br />ON THIS MATTER FOR TWO WEEKS PENDING A REPORT FROM CITY <br />STAFF <br />The foregoinq resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Pedersen, Scalze. <br />Nays (1) Morelan. Resolution declared adopted. <br />LaValle questioned the partial payment requested by <br />Valley Paving in light of the dissatisfaction that <br />the City has had with the project. <br />The City Administrator reported that the City has had <br />several discussions about this issue with Valley <br />Paving. They have been informed that the project could <br />have been handled better minimizing inconvenience to <br />the people living in the area. <br />Harlen Olson, Project Manager for the City Engineer, <br />reported that he has had several meetings with the <br />contractor, and has a meeting scheduled for Thursday <br />with the owner. The contractor has been informed of <br />the City~s expectations, one of which is that there are <br />to be flag people on the site. If this is not done, <br />the City will hire flag people, the cost of which will <br />be deducted from the contract. Olson reported that he <br />expects paving to begin on Tuesday for the Jackson/Old <br />County Road C/Lakeshore project. <br />Scalze pointed out that there is no silt fencing along <br />Keller Parkway. There is silt fencing in place on <br />Viking Drive and County Road B-2, however. Scalze <br />reported that it is difficult to find any pavement left <br />on Keller Parkway, and she was concerned that the <br />excavated materials are washing into the lake. <br />Olson reported that silt fencing is only required in <br />the creek area. The County has not required it in <br />other areas of the Keller Parkway project. The County <br />did require silt fencing on Viking Drive and County <br />Road B-2 because of the steep grades and in order to <br />keep Edgerton Street clean. <br />Fahey pointed out the initial pay request is for <br />$324,000. There will be a contract balance of <br />approximately $500,000 to ensure that the project <br />continues in a satisfactory manner. <br />Scalze felt that the City should make sure the <br />contractor begins to perform now. <br />Fahey pointed out that the contractor has been informed <br />4 <br />
