MINU'i'ES <br />CITY COUNCIL <br />JUNE 13, 1995 <br />that flag people must be provided, otherwise the City <br />will hire them and deduct the cost from the contract. <br />Morelan stated that he saw no reason to hold up the <br />partial payment request for Valley Paving. Morelan <br />reported that property owners expect to have <br />inconveniences when a project such as this is underway. <br />However, there have been more problems than there <br />should be. Morelan pointed out previous problems with <br />mail delivery, and asked if there will be more when the <br />paving begins. <br />Olson reported that the concrete curb and gutter has <br />been poured. Mail boxes will be placed tomorrow. <br />Therefore, mail delivery should not be a problem. <br />Morelan asked about driveway access pointing out that <br />some of the temporary driveways are very steep. <br />The Administrator reported that some driveways will <br />have to be cut back further to provide better access. <br />LaValle asked that the concerns of the Council be <br />passed on to the owner at the meeting to be held on <br />Thursday. <br />Assessment Council reviewed the assessment abatement proposed for <br />Abatement - 3093 Greenbrier Street owned by Mr. Kowalczuk. Fahey <br />Kowalczuk was concerned that another abatement would be necessary <br />for the years since 1993. <br />The City Administrator reported that the abatement <br />would only be necessary for garbage service for the <br />years 1990, 1991, and 1992. The Administrator reported <br />that the hauler billed the property owner for garbage <br />service during those years, even though the hauler <br />approved an exemption and removed the trash container <br />from the property. <br />Fahey asked if the property owner is aware that he will <br />be required to participate in organized collection. <br />The City Administrator replied that he is. <br />Morelan pointed out that there are some exemptions to <br />this requirement. <br />The City Administrator did not believe the property <br />owner would qualify for any exemptions. <br />Scalze stated that she would support the abatement <br />given the fact that the hauler removed the trash <br />5 <br />
