Schroeder again stated that he <br />objected to the Council's saying that there was too <br />much of a certain type of development along Rice Street <br />since he did not believe the Council had the experience <br />or expertise to do so. <br />Scalze pointed out that the Council is proposing to <br />leave drive-in and convenience food establishments as a <br />conditional use. That sort of business has been <br />established in the area of Rice Street and Minnesota <br />Avenue. However, a motor fuel station is not an <br />established use at that intersection. <br />Schroeder reported that he has had several inquiries <br />about his property from fast food restaurants. <br />Schroeder stated that in his judgement, two fast food <br />restaurants at the Rice Street/Minnesota Avenue <br />intersection were enough. Schroeder did not believe <br />the area was strong enough to support three fast food <br />restaurants. <br />Fahey pointed out that fast food establishments tend to <br />congregate. Fahey stated that he did not want Rice <br />Street to become a series of gas stations and auto <br />repair businesses. Fahey pointed out that the City is <br />currently studying the entire Rice Street corridor, and <br />the consultant group leading the study will come back <br />with a plan for the area. However, the City is open to <br />working with property owners along Rice Street to find <br />a use for their property. Fahey further reported that <br />no one on staff or the Planning Commission have <br />recommended promoting auto related uses on Rice Street. <br />Fahey noted that the Schroeder property has been vacant <br />for a long time and is zoned B-3. For whatever reason <br />this site has not developed even though it could have <br />been in the past. Fahey felt it was an appropriate <br />time for the City to look at the uses allowed in the B- <br />3 District and make changes as the Council feels <br />appropriate. <br />Schroeder reported that his opinion that another fast <br />food restaurant would not a good use for the area is <br />based on the opinion of people in the fast food <br />industry. Schroeder stated that he would like to put <br />something on the site that the Council would find <br />agreeable. However, developing the site with a use <br />other than auto related will be difficult. <br />Marian Newman reported that he owns approximately two <br />acres on Viking Drive. He has the opportunity to <br />develop the site with an auto-related use, and asked <br />the effect of the ordinance amendment on his property. <br />6 <br />
