MINUTES <br />CITY COUNCIL <br />JULY 26~ 1995 <br />Morelan stated that he would like to know how the <br />property owners on the lake feel about the issue. <br />Scalze pointed out that the City will find this out <br />through the public hearing process. <br />The City Attorney suggested that if Maplewood and <br />Little Canada adopt no wake ordinances, Little Canada <br />then enter into a joint powers agreement with <br />Maplewood. The Attorney also reported that Ramsey <br />County has the authority to enact ordinances in these <br />situation, but typically will defer to the cities. The <br />State also has the authority, however, the DNR <br />indicated that it is unlikely it could be considered <br />until 1996 or 1997. <br />The City Administrator suggested that he obtain the <br />Maplewood City Manager's reaction to the matter. A <br />suggested course of action can be put together and <br />presented to the Council for consideration. <br />Morelan also suggested that the Administrator discuss <br />enforcement with the Sheriff's Department. <br />TII~IPORARY The Code Enforcement Officer presented the Council with <br />SIGN a proposed sign ordinance amendment relating to <br />ORDINANCE temporary signs. The Officer reported that this <br />amendment would make Little Canada's temporary sign <br />ordinance similar to the one Roseville has. The <br />Officer reported the issue first came up when he began <br />checking on temporary sign violations. The Community <br />Pride Committee directed him to research similar <br />ordinances in other cities, specifically Roseville. <br />The result of that research is the proposal before the <br />Council this evening. <br />It was noted that the Planning Commission has reviewed <br />the ordinance amendment and recommended approval. <br />Morelan stated that it made sense to him that Little <br />Canada businesses be allowed to compete on the same <br />basis as Roseville's. Morelan also felt that the <br />amendment resulted in a more enforceable ordinance. <br />Scalze pointed out <br />signs for a 30 day <br />allowed.
