MINUTES <br />City Council <br />July 31, 1995 <br />C. Creation of a"greenway" utilizing required storm <br />water ponding liked throughout the development. <br />Schroeder then presented a new plan which contained the <br />concept of extending Middle Street south of Little Canada <br />Road to maintain development ideas which are mainly focused <br />on Middle Street. He stated that this plan has become a <br />combination of concept "A" with the gateway idea and "S" <br />with Middle Street as main street. He stated that the one <br />significant change with this plan was that Market Place <br />Drive was realigned to connect directly to Co. Rd. C2 which <br />created a more significant intersection and which provided <br />more parkinq directly adjacent to the Market Place. He <br />stated that the retail-oriented uses are concentrated closer <br />to Rice Street and office space becomes more dominant as one <br />moves farther away from Rice Street. <br />Schroeder stated that this new plan still contains the <br />squares that divide Middle Street. He stated that one <br />important item that was picked up from concept "C" was that <br />every building and parking lot in the development will have <br />to accommodate storm water management. He stated that the <br />storm water management could be made into an amenity by <br />using the run-off from parking lots to create water features <br />or park-like open spaces along Middle Street with drainage <br />to Round Lake. <br />Schroeder stated that they did not identify on the plan what <br />the uses might be, the amount of square footage, or the <br />number of parking spaces required. He stated that he sized <br />that parking areas so that they would be in the range of <br />parking actually needed. <br />Schroeder stated that one of the places that was talked <br />about for location of a movie theater was within the <br />existing Market Place shopping mall. The consultants felt <br />the Market Place would be an appropriate site for the <br />theater. <br />Schroeder stated that <br />know more of what the <br />that drawings will be <br />display the street to <br />other design guidelin <br />the new plan. <br />he realizes that there are desires to <br />development will look like.
