Fahey was concerned that the new ordinance would require children selling candy bars to be licensed. Scalze again stated that she would like youth exempted from the ordinance. Morelan asked if the City could exempt certain orqanizations from the licensing requirement. The Administrator state that where the line is drawn will determine if the City ends up with an enforceable ordinance. The Administrator pointed out that staff is not interested in telling Girl Scouts that they would have to be licensed. However, if there are complaints about solicitors, the City would now be able to look into the situation. Fahey suggested that the ordinance paints with a broad brush, and the City would have the ability to apply it when it needs to. The ordinance would be on the books for corrective purposes. Morelan agreed, stating that an alternative would be to water down the ordinance. Another would be to exempt minors. The City Administrator did not recommend exempting minors because many organizations have minors who do their soliciting. Mr. LaValle introduced the following ordinance and moved its adoption: ORDINANCE NO. 419 - AN ORDINANCE AMENDING SECTION 804 OF THE CITY OF LITTLE CANADA MUNICIPAL CODE RELATING TO SOLICITORS AND PEDDLERS AS AMENDED BY TIiE CITY ATTORNEY The foregoing ordinance was duly seconded by Pedersen. Ayes (5) LaValle, Pedersen, Scalze, Morelan, Fahey. Nays (0). Ordinance declared adopted. GILANDERI/ The City Administrator reported that all the easement VIKING DR, agreements and declaration of covenants for the IMPROVEMENT Gilanderi/Viking Drive improvement have been received from the affected property owners except for two. The Administrator anticipated that the remaining two property owners would submit signed agreements within the next few days. 4
