Fahey was concerned that <br />the new ordinance would require children selling candy <br />bars to be licensed. <br />Scalze again stated that she would like youth exempted <br />from the ordinance. <br />Morelan asked if the City could exempt certain <br />orqanizations from the licensing requirement. <br />The Administrator state that where the line is drawn <br />will determine if the City ends up with an enforceable <br />ordinance. The Administrator pointed out that staff is <br />not interested in telling Girl Scouts that they would <br />have to be licensed. However, if there are complaints <br />about solicitors, the City would now be able to look <br />into the situation. <br />Fahey suggested that the ordinance paints with a broad <br />brush, and the City would have the ability to apply it <br />when it needs to. The ordinance would be on the books <br />for corrective purposes. <br />Morelan agreed, stating that an alternative would be to <br />water down the ordinance. Another would be to exempt <br />minors. <br />The City Administrator did not recommend exempting <br />minors because many organizations have minors who do <br />their soliciting. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 419 - AN ORDINANCE AMENDING SECTION 804 <br />OF THE CITY OF LITTLE CANADA MUNICIPAL CODE RELATING TO <br />SOLICITORS AND PEDDLERS AS AMENDED BY TIiE CITY ATTORNEY <br />The foregoing ordinance was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Scalze, Morelan, Fahey. <br />Nays (0). Ordinance declared adopted. <br />GILANDERI/ The City Administrator reported that all the easement <br />VIKING DR, agreements and declaration of covenants for the <br />IMPROVEMENT Gilanderi/Viking Drive improvement have been received <br />from the affected property owners except for two. The <br />Administrator anticipated that the remaining two <br />property owners would submit signed agreements within <br />the next few days. <br />4 <br />
