MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />to contribute $9,906 in 1996. Participation levels for <br />the participating cities are based on population <br />figures. <br />Cernia reported that the return to the City for <br />participation includes prevention, ability of low and <br />moderate income families to work out issues at an <br />affordable cost, assistance provided to senior <br />citizens, and the work done with area youth molding <br />them into leaders and active and responsive citizens. <br />In summary, NYFS is the Family Social Service provider <br />for Northwest Ramsey County. It depends on City <br />contributions for about 160 of its budget. NYFS <br />represents a uniquely successful cooperative effort of <br />10 cities, 2 counties, and 3 school districts. NYFS <br />provides needed community services which could not be <br />provided individually by these units of government. <br />Cernia invited the public to join NYFS for a cruise on <br />the Josiah Snelling. The fundraiser is scheduled for <br />Thursday, September 14th. Anyone interested in <br />attending can contact NYFS for details. <br />Scalze asked how NYFS determines the funding levels <br />needed from participating cities given the varying <br />levels of participation. <br />Cernia replied that population is the most reasonable <br />method to use and has seemed to follow usage. <br />Fahey thanked Cernia for his presentation. <br />RECESS At this point in the meeting, 9:05 P.M., Council took a <br />short recess. The meeting was reconvened at 9:15 P.M. <br />CONCERNS Mark Fourre, Park Street resident, appeared before the <br />WITH Council to express concerns with the property located <br />PROPERTY across the street which is owned by Frank Frattalone. <br />AT 102 Fourre reported that the property is becoming a junk <br />WEST yard. There are unlicensed vehicles stored on the <br />COUNTY site, as well as other outdoor storage. Fourre <br />ROAD C reported he brought his concerns to the Code <br /> Enforcement Officer Enforcement Officer in March, as <br /> well as discussed them with the City Administrator and <br /> Mr. Frattalone. There has been some clean-up done, but <br /> not much. Fourre reported his desire is to see the <br /> junk cleaned up from the property. Fourre stated that <br /> he does not have a concern with the businesses which <br /> are located in the building. <br />17 <br />
