MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />LaValle reported that he visited the site and standing <br />in Fourre's driveway, the yard of the Frattalone <br />property is not visible. <br />Fourre pointed out that he has a split-level home and <br />he can see the yard from his living room window. <br />Fahey pointed out that unlicensed vehicles and outdoor <br />storage are a code enforcement issue. <br />The Code Enforcement Officer reported that he first <br />spoke with Mr. Fourre on March 29, 1995. The matter <br />was addressed with Mr. Frattalone, and the first week <br />in May Frattalone blacktopped a portion of the area <br />behind the building. The first week in June <br />maintenance was done on the berm area, and additional <br />berm construction began in July. That construction has <br />since been stopped because Mr. Fourre expressed concern <br />that the berm construction was extending beyond Mr. <br />Frattalone's property line. <br />The Code Officer pointed out the Council recently <br />amended the Code so outdoor storage no longer rolls <br />over as a permitted use from the B-2 District to B-3. <br />The Code Officer reported he has sent letters to and <br />discussed the property concerns with Mr. Frattalone. <br />The Code Officer stated that he felt some progress has <br />been made, and he is continuing to work with Mr. <br />Frattalone on the matter. He is aware that Mr. Fourre <br />is frustrated over the process. <br />Frank Frattalone informed the Council that periodically <br />the outdoor storage at the site becomes a problem and <br />he has to address the issue with his tenants. <br />Frattalone reported there has been a lot of clean-up on <br />the property. Frattalone stated he was not sure what <br />Mr. Fourre wants to see accomplished. Frattalone <br />indicated he was going to extend the berm to the south; <br />however, Mr. Fourre is concerned that the berm will <br />cross the property line. Frattalone felt that was his <br />concern. Frattalone stated Mr. Fourre is apparently <br />concerned there will be additional storage occurring <br />behind the berm. Because of Mr. Fourre's concerns, the <br />City has stopped construction on the berm. With regard <br />to outdoor storage, there are licensed car dealers <br />operating at the site. <br />Bill~s Automotive reported that he does have unlicensed <br />cars on the site for two to three days at a time. <br />These cars are flagged for resale, therefore, a license <br />18 <br />
