MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />CONSENT <br />AGENDA <br />asked if outdoor storage would be permitted with proper <br />screening. <br />Fourre reported that the City Planner addressed that <br />issue in 1989 indicating that there was to be screening <br />on top of the berm. This has not been done. <br />Frattalone said he will consider placing trees on top <br />of the berm. Frattalone again pointed out that some <br />clean-up has occurred. <br />Fourre felt the property condition was a little better, <br />but noted the majority of the junk is still on the <br />property. <br />Scalze felt problems are occurring because the property <br />is being put to an almost industrial use. <br />Fahey suggested Mr. Frattalone will work with the City <br />and will place screening on top of the berm. <br />Hopefully, proper screening will alleviate some of the <br />issues. Fahey suggested the matter was a balancing act <br />between the concerns of residential property owners and <br />the use of the B-3 property. Fahey did not feel havinq <br />2 or 3 cars parked outside overnight was of great <br />concern. Fahey suggested staff continue their efforts, <br />and if the situation is not resolved within the next <br />couple of months, the matter should be brought back to <br />the Council for action. <br />LaValle asked if Mr. Frattalone were receptive to <br />finishing the berm and planting trees on top of it. <br />Fourre suggested the property line be located and the <br />berm not extend beyond Frattalone's property line. <br />Fourre felt extending the berm would result in <br />additional outdoor storage. <br />Fahey suggested staff address these issues. <br />Fourre indicated he had no concern with the businesses <br />operating in Mr. Frattalone's building, and did not <br />wish to see any of them forced to relocate. <br />Fahey suggested that if everyone agrees that the <br />businesses should be allowed to remain, and there are <br />no major Code infractions, then they should remain. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />21 <br />
