MINUTES <br />CITY COUNCIL <br />SEPTEMBER 5, 1995 <br />Mark Lendway asked if the City would turn down a motel <br />proposal based on the Guide. <br />Fahey pointed out that if the City adopts the <br />Development Guide, it would have to be willing to say <br />no to proposals that do not fit. Fahey pointed out <br />that it is not just Bujold's opinion that a motel was <br />not appropriate, but the opinion of Maxfield Research. <br />Fahey noted that no one wants to see something develop <br />in the Rice Street/Little Canada Road area which will <br />not work. <br />Joe Vitale stated that he did not know a motel proposal <br />was off-the-wall. Vitale pointed out that every expert <br />or consultant could have a different opinion. <br />Fahey stated that the process will result in concepts <br />the City will then aggressively pursue. The City did <br />not hire the consultants to develop a Guide which will <br />then just sit on a shelf. <br />Fifield reported that the Guide is a result of the <br />consultants' research as well as what they have heard <br />from the participants in the process. <br />Fahey pointed out that given the position on a motel, <br />the City may choose to spend TIF dollars to support <br />other types of development. <br />Bujold reported that the position on the motel is a <br />result of interviewing area motel management and <br />owners, information on number of motel rooms available, <br />vacancy rates, etc. Bujold agreed that the idea of a <br />motel is not necessarily off-the-wall. But the <br />recommendation for that particular site is that it is <br />not the most appropriate location for a motel. It is <br />conceivable, however, that a developer could come in <br />and propose a motel development without seeking TIF <br />assistance. <br />Morelan pointed out there is no supporting <br />documentation in the Guide which upholds this <br />conclusion. Morelan suggested #15 be expanded to list <br />reasons why the conclusion was reached. This will be <br />helpful to the City in going back to review the Guide <br />in the future. <br />Bujold suggested she add that documentation. <br />Michael Schroeder, Hoisington Koegler Group, reported <br />that using the Guide as a reference in dealing with <br />developers is exactly its purpose. <br />2 <br />
