When a developer comes <br />forward, it will be up to the City to apply the Guide <br />and not unduly compromise the principles set forth in <br />the Guide. <br />Guerin questioned that a developer would spend money on <br />something which would not be successful. <br />Schroeder pointed out that developers will have to <br />prove to the City that their proposals are acceptable. <br />Chamberlain pointed out that there is the greater good <br />to be considered. Developers' goals are profits. The <br />City will use the Development Guide to review against <br />proposals. If a proposal does not meet the criteria, <br />developers will have to prove to the City how their <br />proposal fits within the City's plan. <br />Guerin reported that they have had their property for <br />lease for the past two years. Every call regarding the <br />property has been from someone interested in putting an <br />auto-oriented business on the site. Guerin felt the <br />area was definitely auto-oriented. <br />Chamberlain stated that that could have a lot to do <br />with the existing use of the adjacent parcels as well <br />as the size of the property. <br />Guerin felt the area will never be an Edina. <br />Morelan stated the Development Guide points the re- <br />development of the area in that direction. <br />Guerin pointed out that the consultants' study <br />indicates that the area will attract local people, not <br />consumers from 10 miles away. <br />Gary Collyard felt the area had some destination focus <br />and could attract shoppers from a 3 to 5 mile range. <br />Collyard reported that he presented an interest in the <br />Guerin land which was not auto-oriented. <br />Fahey stated that he was a little concerned about the <br />broad statements made in the Guiding Principles <br />section. Fahey felt these principles should clearly <br />state that the City is looking for the highest and best <br />use of the property. The City is also looking to <br />attract customers that will walk through a user- <br />friendly environment. Fahey felt there was nothing <br />about a Holiday station which would create an <br />environment attractinq customers who will walk from <br />store to store. <br />5 <br />
