MINUTES <br />CITY COUNCIL <br />SEPTENIBER 5, 1995 <br />Guerin disagreed, pointing out that there is a Holiday <br />store in the Mall of America. <br />Fahey felt there were better uses for the area. <br />Fifield felt the discussion helped to clarify the <br />guide's application to specific proposals which will be <br />presented to the City. <br />Fahey again stated that the guiding principles must be <br />clear enough for the City to apply them and for <br />developers to understand. <br />Bujold indicated there are a set of market <br />opportunities which will work. However, without <br />attaching the other work which has been done which <br />indicates what Little Canada as a community would like <br />to see for the area. Again, the City must consider the <br />market opportunities in conjunction with everything <br />else. <br />Fahey stated that he had a question regarding the <br />second guiding principle on page 3.2, specifically the <br />reference to "built environment". <br />Schroeder agreed to clarify this principle to reflect <br />the desire to continue to build on a tradition of <br />higher quality environment. <br />Morelan felt that #1 was open to interpretation. <br />Fifield stated all the guiding principles are a <br />balancing act between the intent of making the area a <br />place which attracts people balanced with making it an <br />economically feasible place to do business. These <br />principles must fit into the context of everything <br />else. Fifield agreed that different people could <br />interpret the guiding principles differently. <br />Fahey agreed that individually the principles are <br />subjective, therefore, must be taken as a whole. <br />Morelan asked for whom Rice Street should be a better <br />place to do business. <br />Schroeder replied that it must be a better place for <br />both consumers and businesses. <br />Morelan felt that #1 seemed to favor businesses over <br />the consumer, and suggested that the principle be <br />clarified to reflect both. <br />6 <br />
