MINUTES <br />CITY WUNCIL <br />SEPTB+IBER 5, 1995 <br />there are things about the shopping center that he <br />would not recommend be retained. <br />Fahey suggested that for good development to occur in <br />the Rice Street/Little Canada Road area, there needs to <br />be an architectural design program developed. This <br />program should also be coordinated with the <br />redevelopment of the Market Place. <br />Mary Alden pointed out that the Guide talks about the <br />Rice Street/Little Canada Road area being all flat <br />roofs versus residential-style roofs. Alden felt it <br />preferable to have some unique and varied roof styles. <br />Schroeder felt that pointed roofs would make the <br />buildinqs look like houses. The attempt is to create a <br />commercial district, and commercial buildings in the <br />Midwest typically have flat roofs. <br />Scalze disagreed that flat roofs would be the best look <br />for the area. Scalze stated that her vision for the <br />area was a Canadian-English style architecture or <br />something similar. <br />Morelan asked if there was a reason the Market Place <br />shopping center could not become a two-story building. <br />Schroeder replied that he did not believe the building <br />could support a second story. If it could, that would <br />be great. <br />Fifield stated that the City will be applying the <br />quiding principles to development proposals. <br />Therefore, the Council must be sure it subscribes to <br />these principles. Fifield reported that examples would <br />be provided for inclusion in the Guide. <br />Morelan stated he believes the list of Guiding <br />Principles will be the most important segment of the <br />plan pointing out that the principles will serve as the <br />criteria by which development proposals will be judged. <br />DeLonais suggested that the City must be open-minded, <br />pointing out that there are other experts in the field <br />with different opinions. <br />Morelan felt the Council must buy into the guiding <br />principles and then stick to them. <br />Pedersen suggested that new principles would have to be <br />created for the ones the Council does not agree with. <br />8 <br />
