MINUTES <br />CITY COUNCIL <br />SEPTEf~tBER 13, 1995 <br />It was suqqested that the consultant group submit a <br />proposal to the City at the next workshop for <br />performance of these services. <br />The Administrator stated that he would request the <br />proposal. If there is the need to consider other <br />options, those could be developed over the next couple <br />of weeks. <br />Fahey felt it was not necessary to hire all three <br />disciplines forming the consultant group. Fahey felt <br />market research was a discipline that would not be <br />necessary. Fahey agreed that a proposal should be <br />obtained, as well as proposals from other firms. <br />Scalze stated that she was reluctant to obtain a <br />proposal from just one group feeling more comfortable <br />with a more competitive process. <br />Fahey felt the Administrator could outline the areas <br />that the City needs specific assistance in if it is <br />going to go out and recruit developers. <br />Fahey suggested that the City Council serve as the EDA <br />pointing out that there has been a lot of public input <br />in the process. <br />The Administrator indicated that he will be meeting <br />with Rusty Fifield of Ehlers and Associates tomorrow, <br />and will discuss this with him. The Administrator felt <br />that some of this discussion will occur at the <br />September 27th workshop. <br />Joe Vitale asked if the City Planner would be able to <br />provide some of these services, noting that he has been <br />quiet during the Rice Street Study process. <br />Morelan reported that the City Planner has been <br />providing input into the process. <br />The next step reviewed was "Form public-private <br />partnerships". It was the consensus of the Council to <br />eliminate this step. ~~Amend the zoning ordinance to <br />serve as tool for implementation" was the next step. <br />Council noted that work has already begun on this step <br />pointing out the Comp Plan update which is underway. <br />"Create and implement architectural design guidelines" <br />was reviewed. Fahey stated that he was not in favor of <br />creating any more boards nor hiring additional <br />consultants.
