MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 1995 <br />Fahey suggested that the first two action steps under <br />this point be reworded to removed reference for <br />arriving at a common vision and development patterns <br />with Roseville. Schroeder agreed. <br />The next point is "Incorporate the Development Guide <br />into the Comprehensive Plan". Schroeder reported that <br />he has had dialogue with the City Planner about how <br />this will happen. <br />"Seek legislative authority to establish special <br />service district" was next. Fahey reported that he <br />expressed some concern about this previously, but <br />pointed out that this cannot happen without the support <br />of property owners in the area. <br />The City Administrator pointed out that this option <br />would provide the City with some flexibility in the <br />future. It was further pointed out that taxes under a <br />special service district are tax deductible while <br />special assessments are not. <br />"Participate in Livable Communities Program" was <br />discussed. The City Administrator reported that the <br />Met Council is trying to balance housing needs <br />throughout the metro area. The Met Council sets <br />housing goals pertaining to affordability, life style, <br />and density. Little Canada meets or exceeds these <br />goals already. Adoption of the Livable Communities <br />Program resolution would mean that the City could <br />choose to participate in the program, and thus be <br />eligible for some grant funds. There are also annual <br />housing expenditures the City most make. However, our <br />TIF commitment to Presbyterian Homes maore than exceeds <br />this requirement. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-9-204 - ELECTING TO PARTICIPATE IN <br />THE LOCAL HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE <br />METROPOLITAN LIVABLE COMMUNITIES ACT - CALENDAR YEAR <br />1996 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />The final point discussed was "Solicit proposals from <br />developers" which Council noted was a goal being worked <br />toward. <br />14 <br />
