MINUPES <br />CITY COUNCIL <br />SEPTEt~iBER 13 ~ 1995 <br />Fahey asked if there were any other comments regarding <br />the implementation steps. <br />A member of the audience expressed concern about #10, <br />"Amend the zoning ordinance to serve as tool for <br />implementation". The resident stated that if the <br />intention is to focus on commercial development for <br />Little Canada Road, then the main emphasis of the <br />Council as a qoal should be that this takes precedent <br />over whether the City takes on Market Place Shopping <br />Center or something else. The resident felt the City <br />should bite the bullet on the eyesores on Little Canada <br />Road, whether they are residential or commercial. The <br />City will not be able to fully develop Little Canada <br />Road unless the priorities on that issues get <br />straightened out. The resident pointed out that the <br />City has the option of either condemnation or purchase <br />to address the eyesores, otherwise the idea of focusing <br />on Little Canada Road is wishful thinking. If the <br />redevelopment of Little Canada Road is the issue, then <br />the involvement of Roseville becomes less important. <br />The City might urge Roseville to develop afterwards in <br />keeping with the plan for Little Canada Road. <br />Schroeder pointed out that the implementation step says <br />to keep focus on Little Canada Road as the commercial <br />center for the community. 5chroeder suggested that the <br />word "the" be changed to "a" so the sentence becomes to <br />keep focus on Little Canada Road as a commercial center <br />for the community. Schroeder stated that he would make <br />that correction. <br />Fahey pointed out that the Development Guide addresses <br />both Rice Street and Little Canada Road. <br />The resident reported that the existing housing and <br />eyesores on Little Canada Road are a major issue which <br />must be addressed. <br />Morelan stated that he does not see these as major <br />obstructions to the plan. Morelan pointed out that the <br />Development Guide will take some time to fully <br />implement. <br />Fahey also pointed out that the City needs to discuss <br />the reconstruction of Little Canada Road with the <br />County. The County needs to clarify its plans for this <br />reconstruction in relationship to the location of the <br />road right-of-way. Fahey stated that he could envision <br />a board walk and cafes along the west side of Round <br />Lake. <br />15 <br />
