MINiI'PES <br />CITY COUNCIL <br />SEPTEPSBER 13 , 1995 <br />The resident stated that whatever uses are proposed, <br />the eyesores need to be addressed as part of the <br />redevelopment. This resident felt that the Development <br />Guide should have been done by the City's planning <br />department. He did not see any justification for the <br />expenditure, and felt the plan was general and fluffy. <br />The resident asked if the City was getting its money's <br />worth. <br />Scalze pointed out that the City hires a consultant <br />planner and does not have its own planning department. <br />Fahey also pointed out that the Development Guide was <br />drafted by a consultant group comprised of experts in <br />the area of land use planning, market research, and <br />financial planning. The Development Guide will be used <br />as a tool to solicit developers and will show <br />developers the vision the City has developed for the <br />area. Fahey pointed out that when redevelopment was <br />first proposed by the Venetian Development Corporation, <br />development of senior cottages was proposed to replace <br />the Market Place Shopping Center. The City hired its <br />own consultants, market research was done, and based on <br />the information presented to date, Fahey indicated that <br />he was not interested in a senior cottage development. <br />Fahey said he was interested in a unified approach to <br />the redevelopment of Rice Street consistent with the <br />Development Guide which has been established. <br />The resident stated that he was skeptical that this was <br />the way to redevelop the area, and suggested that the <br />consultants~ fees be linked with results. <br />Fahey stated that he was not sure the redevelopment <br />will work exactly as laid out in the plan. However, if <br />the City sits back and does nothing hoping that the <br />right development comes along, the result will be a <br />hodge podge of development. <br />Morelan reported that people have asked him if the City <br />is getting its money's worth from the plan. Morelan <br />replied that he does not know the answer to that <br />question since the City is buying an intangible <br />product. The City has come up with a vision for the <br />area which is considerably different from the vision <br />proposed by the Venetian Development Corporation. The <br />process was opened up to the residents and business <br />owners in the City in order to find out what they want <br />to see. <br />Fahey pointed out that the City's plan indicates that <br />16 <br />
