MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />the property. The primary concern was outdoor storage. <br />The Administrator again reported that there has been <br />some clean-up of the property. Mr. Frattalone is <br />negotiating for the purchase of the adjacent property <br />in order to provide more room for turning radius on the <br />site. <br />Fourre requested that the businesses be required to <br />exist within the Frattalone property until Mr. <br />Frattalone completes the purchase of the adjacent site. <br />Fahey pointed out that under the original plan, 32 <br />parkinq spaces were approved. At that time there was <br />enough room to get vehicles in and out of the building. <br />However, the City then required construction of the <br />berm which affected the turning radius. <br />Fourre stated that over the years the parking at the <br />site has gotten out-of-hand. <br />Fahey suggested that if there are any businesses in the <br />building which should not have been licensed, they <br />should not be renewed. Fahey also stated that the City <br />cannot allow any non-permitted businesses to remain at <br />the site. <br />The City Administrator reported that auto wholesalers <br />are a permitted use, outdoor storage is not. The <br />strict interpretation of this is that vehicles to be <br />wholesaled can not be parked outside because they are <br />unlicensed. The Administrator noted that the Council <br />recently eliminated the rolling over of certain <br />permitted and conditional B-2 uses into the B-3 <br />District. Therefore, the property would have to be <br />rezoned to B-2 to allow outdoor storage today, whereas <br />it would have been possible earlier this year. The <br />Administrator also pointed out that the Council <br />indicated durinq its last discussion of this matter, <br />that it was not worried about 5 to 7 cars to be <br />wholesaled being parked outdoors. The Admi»istrator <br />felt that staff had a handle on the matter, and that <br />tags will be issued for any violations. <br />Fourre asked how long a licensed vehicle would be <br />allowed to sit before it was called outdoor storage. <br />Fahey stated that he agreed the dump trucks, street <br />sweepers, unlicensed vehicles, etc. had to be removed. <br />xowever, he did not feel that licensed vehicles were a <br />problem. <br />11 <br />
