MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />Fourre stated that if the unlicensed vehicles and other <br />junk is removed from the property, there would be <br />plenty of room on the site to accommodate the turning <br />radius. Fourre suggested that curb stops be installed <br />separating the Frattalone site from the adjacent <br />property. <br />Fahey replied that he was not in favor of this because <br />of the berm the City required. Also, Mr. Frattalone <br />has made a commitment to acquire the adjacent site. <br />Fahey felt that the parking situation was fine as long <br />as the area was limited to 36 parking spaces. <br />Scalze pointed out that there is a larger question to <br />consider. That is the redevelopment plans the City has <br />for the Rice Street/Little Canada Road Area, and the <br />affect those plans would have on this property. Scalze <br />pointed out that the City is trying to get development <br />of the highest and best use. Scalze suggested that the <br />City should look at the Frattalone property and <br />determine the uses going on there. Scalze suggested <br />that if Mr. Fourre were living across the street from a <br />typical commercial use, he would not be at City Hall <br />complaining. <br />Fahey pointed out that the Development Guide for the <br />Rice Street/Little Canada Road area is a long-term <br />vision. The Council needs to decide how to address the <br />situation at the Frattalone property now. <br />Morelan stated that he appreciated Mr. Fourre's telling <br />the Council that the problem is not being addressed as <br />quickly as it should. On the other hand, there has <br />been some progress made. Morelan pointed out that <br />preventing Mr. Frattalone from expanding on the <br />adjacent property may result in the berm being removed. <br />Morelan did not believe this was something Mr. Fourre <br />would like to see. <br />Fourre pointed out that Mr. Frattalone is required to <br />screen his commercial property from the adjacent <br />residential. <br />LaValle pointed out that the minimum the Code requires <br />is a four-foot high fence. <br />Fourre stated that he would not want to see removal of <br />the berm. What he wants is outdoor storage defined and <br />a determination as to whether or not Frattalone can use <br />the adjacent property. <br />12 <br />
