MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-9-218 - APPROVING THE PROPOSAL FOR <br />ARCHITECTURAL DESIGN GUIDELINE DEVELOPMENT AS PROPOSED <br />BY THE CITY PLANNER AT A NOT-TO-EXCEED COST OF <br />$4,295.00 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Fahey, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />The City Administrator suggested that an appraisal be <br />obtained of the Guerin property at the northeast corner <br />of Rice Street and Little Canada Road. This appraisal <br />amount can then be used as a basis to commence <br />negotiations on the Guerin property. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-9-219 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO OBTAIN AN APPRAISAL OF THE GUERIN <br />PROPERTY AND TO THEN COMMENCE NEGOTIATIONS FOR THE <br />PURCHASE OF THIS PROPERTY USING THE APPRAISED VALUE AS <br />THE BASIS FOR THOSE NEGOTIATIONS. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the City Council <br />asked for a proposal from the consultants for <br />assistance with implementation of the Development <br />Guide. The Administrator reported that more definition <br />is needed with regard to scope of services the City is <br />looking to be performed. The Administrator suggested <br />the actions taken this evening will provide better <br />definition. <br />Morelan stated that implementation of the Development <br />Guide needs to be given top priority. However, he <br />would hate to see existing City services suffer because <br />staff is spending so much time on this issue. Morelan <br />felt there was need to get a consultant on board to <br />assist in implementation of the Guide. <br />The City Administrator suggested that he sit down with <br />the consultant team and the City Planner to define the <br />scope of services needed to implement the Guide. <br />Fahey suggested that the matter be placed on the next <br />
