MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />parcel located and marked so that outdoor storage and <br />parking is restricted to the site and not extended into <br />the neighboring property. Fourre reported that on <br />August 23rd, the Council indicated that they would <br />discuss the progress made at their September 13th <br />meeting. This was not done. Fourre reported that he <br />talked to the City Administrator and Code Enforcement <br />Officer since that time, and there are still unlicensed <br />vehicles and outdoor storage of equipment on the site. <br />Fourre asked for an explanation of outdoor storage. <br />The City Planner replied that outdoor storage is any <br />equipment or materials stored outside of a building. <br />Lioensed vehicles can be parked at the Frattalone site. <br />However, unlicensed vehicles are not to be parked <br />outside. <br />Fahey pointed out that there are some unlicensed <br />vehicles on the site in conjunction with the auto <br />wholesaler business located there. Fahey noted that at <br />the last meeting Fourre indicated that he did not have <br />a problem with those vehicles. <br />Fourre expressed concern with the street sweepers and <br />dump trucks stored on the site. There are also a <br />couple of unlicensed vans sitting outside. Fourre <br />asked that the berm not be extended beyond the <br />Frattalone property line since he felt this would just <br />give Frattalone more area for outdoor storage. Fourre <br />reported that he discussed this point with the City <br />Administrator who indicated that Frattalone needed the <br />additional room to get a turning radius for vehicles <br />driving into the building. Fourre questioned why this <br />could not be done within the confines of the Frattalone <br />site. Fourre suggested that if a business cannot exist <br />within the confines of the Frattalone property, perhaps <br />it should be looking for another location. <br />Fahey pointed out that Mr. Frattalone is working on the <br />purchase of the adjacent site. Fahey also pointed out <br />that Mr. Frattalone must be given a reasonable use of <br />his property. The Frattalone property is commercial <br />and abuts residential property. There needs to be a <br />balancing of the interests of all the property owners <br />in the area. <br />Fourre reported that Mr. Frattalone is planting trees <br />on top of the berm. However, it will be many years <br />before the trees provide any screening. Fourre again <br />asked for a definition of outdoor storage, and pointed <br />out that previous Conditional Use Permit approval for <br />8 <br />
