Fourre reported <br />that if the site were limited to 36 spaces, there would <br />be room for a turning radius on the site. Fourre <br />reported that there are approximately 50 vehicles <br />parked on the site. <br />Scalze asked if a street sweeper were an industrial <br />use, and asked if street sweepers and dump trucks were <br />restricted from outdoor parking in a commercial area. <br />The Planner replied that the street sweeper is an <br />industrial use. The Planner indicated that he has not <br />looked at the types of businesses located in the <br />building in order to determine whether they were <br />permitted or not. <br />LaValle suggested that the answer miqht be to remove <br />the berm and replace it with a fence. This would give <br />Mr. Frattalone more room on his site while providing <br />screening for the residential homes in the area. <br />Fourre stated that he preferred the berm remain. <br />Fahey reported that the Council cannot prohibit the <br />parking of vehicles on the site. However, if the site <br />is limited to a certain number of spaces, that should <br />be enforced. Fahey pointed out that Mr. Frattalone <br />agreed to remove the non-conforming businesses from the <br />site. Frattalone also indicated that he try to acquire <br />more land to the south of his property. Fahey asked <br />Mr. Fourre what action he would like to see the Council <br />take in this matter. <br />Mr. Fourre replied that he would like to see no outdoor <br />storage on the site. That includes the parking of dump <br />trucks, street sweepers, unlicensed vehicles, and <br />miscellaneous equipment. <br />Fahey pointed out that licensed cars would be allowed <br />to park on the site. <br />Fourre also asked that Frattalone be required to <br />restrict the operation to his own property, and not be <br />allowed to encroach into the neighboring site. <br />Scalze pointed out that Mr. Frattalone is attempting to <br />purchase the neighboring property. Scalze also asked <br />if a wholesale auto dealer was the highest and best use <br />of the site. <br />The City Administrator pointed out that if Frattalone <br />9 <br />
