MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 1995 <br />RICE STREET Council reviewed the City Administrator's letter dated <br />DEVELOPMENT October 6, 1995 outlining staff/consultant <br />GUIDE considerations relating to the Rice Street Development <br />Guide. <br />Morelan asked if consideration should be given to <br />hiring outside help to assist with Item #8 given <br />constraints on staff's time. <br />The City Administrator replied that other than putting <br />together Requests for Proposals, he felt staff could <br />handle the rest at this time. <br />Fahey noted that the Planning Commission is working on <br />creation and implementation of architectural design <br />guidelines as outlined in Item #10. Fahey suggested <br />that the Council pass a resolution authorizing staff to <br />proceed as outlined in the City Administrator's memo. <br />The City Administrator pointed out under Item #5, the <br />County will have to first make a determination on the <br />alignment of Little Canada Road within the right-of-way <br />before the City progresses too far in the process. <br />Once that is done there will need to be an RFP for <br />streetscape/infrastructure improvements. This is <br />separate from the RFP for development proposals. The <br />Administrator suggested that assistance in the road <br />design could be provided by the County engineer, City <br />Planner, or other urban design specialists skilled in <br />streetscape layout. <br />Morelan asked if the RFP would include not only design <br />of the roadway, but shifting of Little Canada Road as <br />well. <br />The Administrator suggested that the County must <br />determine the location of Little Canada Road. The City <br />will have to work with the County on its ultimate <br />design, however. The Administrator anticipated that <br />different consultants would work on the <br />streetscape/infrastructure RFP and the developer RFP. <br />The Administrator stated that he would like a little <br />better feel from the County on where they are at with <br />the location of Little Canada Road be£ore work is <br />started on the streetscape RFP. <br />Fahey asked what the next step would be after <br />architectural design guidelines are developed. <br />The City Administrator anticipated that at that point a <br />Council workshop would be necessary to determine what <br />11 <br />
