MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 1995 <br />the City wants to see developed as well as to review <br />more detailed financial aspects. <br />Morelan asked if the use would be more better defined <br />than what the Development Guide says. <br />The Administrator replied that that would be correct. <br />First the architectural design guidelines need to be <br />defined. Then the Council will have to decide whether <br />it is looking for an office use, retail use, etc. The <br />Council will have to decide how specific the RFP will <br />be. Will the development be two-story, office-retail <br />combination, etc. <br />Fahey stated that he was concerned about the site <br />control issue. <br />The City Administrator replied that an appraiser is <br />being retained, and he anticipated the appraisal to be <br />completed within three to four weeks. The <br />Administrator stated that he was not sure where the <br />potential purchaser of The Marketplace Shopping Center <br />was in the process at this point. The Administrator <br />agreed that site control is a critical issue before the <br />RFP is sent out. <br />The City Administrator pointed out Ehlers & Associates <br />letter dated October 5, 1995 regarding implementation <br />of the Development Guide and soliciting developer <br />proposals. That memo estimates tax capacity and <br />building size for redevelopment of the Guerin and <br />Budget Power properties. The TIF analysis for <br />redevelopment of these sites must be very detailed to <br />determine the basis under which assistance will work. <br />Morelan asked if there was the need to hire additional <br />consultants in the immediate future to assist in the <br />project. <br />The Administrator replied that there are still a few <br />things to be resolved before additional consultants are <br />hired. <br />Joe Vitale reported that The Venetian Inn is interested <br />in locating the9.r restaurant an the northeast corner of <br />Rice 5treet and Little Canada Road. Vitale pointed out <br />that the Development Guide is still showing a two-story <br />building for that site, which will not work for their <br />restaurant. <br />Fahey noted that it is questionable whether this is a <br />12 <br />
