MINUTES CITY COUNCIL OCTOBER 24, 1995 Fahey asked if there was enough right-of-way on Lakeshore to put a sidewalk in. The Administrator replied there was. Fahey assumed that the neighborhood did not want the sidewalk. Mrs. Shelley pointed out that before the improvement was made, children could get off the shoulders if they needed to. Now the curb and gutter traps them on the street. Shelley reported that some drivers are going around the curves at 50 mph. There is also standing water on the curves, and Shelley felt these curves would be glare ice in the winter. There is also someone parking trucks on the street, which makes visibility difficult. Mrs. Shelley reported that the stop sign at Lake Street has not slowed down traffic. Fahey stated that the City may have to revisit the issue of whether or not a sidewalk is the answer. Mrs. Shelley again pointed out that the curb and gutter traps children onto the street, noting that the property owners did not want curb and gutter. Fahey replied that curb and gutter is required for a standard City street. Mr. Engebretson reported that the traffic car was on the street a few days ago at noon. Engebretson reported that the speed problem occurs at 8 A.M. and 4:30 P.M., not at noon. The City Administrator replied that the traffic car will be back at those times. The Administrator also noted that the streets were striped with a double yellow line which gives the traffic car authority to ticket for cross-overs. The traffic car will be working the area heavily and will be there during rush hours. Fahey asked if the neighborhood would have preferred a drive-over curb to the one that was installed. Several neighbors raised their hands in favor of the drive-over curb. Frison felt here was some miscommunication since the property owners through they were getting a drive-over curb.
