MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1995 <br />Fahey asked if there was enough right-of-way on <br />Lakeshore to put a sidewalk in. <br />The Administrator replied there was. <br />Fahey assumed that the neighborhood did not want the <br />sidewalk. <br />Mrs. Shelley pointed out that before the improvement <br />was made, children could get off the shoulders if they <br />needed to. Now the curb and gutter traps them on the <br />street. Shelley reported that some drivers are going <br />around the curves at 50 mph. There is also standing <br />water on the curves, and Shelley felt these curves <br />would be glare ice in the winter. There is also <br />someone parking trucks on the street, which makes <br />visibility difficult. Mrs. Shelley reported that the <br />stop sign at Lake Street has not slowed down traffic. <br />Fahey stated that the City may have to revisit the <br />issue of whether or not a sidewalk is the answer. <br />Mrs. Shelley again pointed out that the curb and gutter <br />traps children onto the street, noting that the <br />property owners did not want curb and gutter. <br />Fahey replied that curb and gutter is required for a <br />standard City street. <br />Mr. Engebretson reported that the traffic car was on <br />the street a few days ago at noon. Engebretson <br />reported that the speed problem occurs at 8 A.M. and <br />4:30 P.M., not at noon. <br />The City Administrator replied that the traffic car <br />will be back at those times. The Administrator also <br />noted that the streets were striped with a double <br />yellow line which gives the traffic car authority to <br />ticket for cross-overs. The traffic car will be <br />working the area heavily and will be there during rush <br />hours. <br />Fahey asked if the neighborhood would have preferred a <br />drive-over curb to the one that was installed. <br />Several neighbors raised their hands in favor of the <br />drive-over curb. Frison felt here was some <br />miscommunication since the property owners through they <br />were getting a drive-over curb. <br />The City Engineer pointed out that the issue was <br />11 <br />
