The Engineer reported that drive-over <br />curb is typically installed in new developments where <br />driveways have not been established. <br />Morelan pointed out that drive-over curbing is not <br />user-friendly being that it is not easy to drive over. <br />Tom Carmichael asked how the City does quality checks <br />on the project. Carmichael stated that he observed <br />base being pealed away, and was told by the blade <br />operator on the project that the elevations were <br />screwed up and 7 to 9 inches of base had to be removed. <br />The City Engineer reported that from the information he <br />has, there is the full depth of gravel base ordered. <br />If the gravel base is not at the correct depth, it will <br />show up in the spring and will have to be fixed. <br />The City Administrator reported that where breakups <br />have occurred, samples have been taken, and there is at <br />least a foot of base under the street. Pictures were <br />taken to verify this. The Administrator reported that <br />as breakups are repaired, the project manager will <br />verify the amount of base under the street. <br />Mrs. Shelley asked why there wasn't more pressure to <br />get stop lights installed at Demont and Rice Street. <br />Shelley felt that if it were easier to get onto Rice <br />Street, more traffic would go that direction rather <br />than through the Jackson/Old C/Lakeshore area. <br />Morelan reported that at the City's request MN DOT did <br />study this issue and it was their opinion that a <br />traffic light at Demont and Rice would not <br />appreciatively affect traffic direction. The reason is <br />that most traffic is trying to go south on 35E. Using <br />Rice Street there are more traffic lights to navigate <br />through than there are using Jackson/Old C/Lakeshore to <br />get to the freeway. Morelan also recalled that a <br />traffic light would cost over $100,000. <br />Fahey suggested that if a traffic light would benefit <br />Little Canada residents, perhaps there was a creative <br />way to pay for it. Fahey pointed out that the <br />advantage to using Rice Street to go west on Highway <br />36, is that there is only one metered ramp to pass <br />through. <br />Scalze pointed out that residents could use County Road <br />B since there is a traffic light at County Road B and <br />Rice. <br />12 <br />
