MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1995 <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-10-243 - ADOPTING THE ASSESSMENT ROLL <br />FOR IMPROVEMENT N0. 93-13, LAKE STREET, AS PRESENTED BY <br />CITY STAFF, WITH ASSESSMENTS TO BE SPREAD OVER A TEN <br />YEAR PERIOD AT 7.25 PER CENT INTEREST <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Pedersen, Morelan. <br />Nays (O). Resolution declared adopted. <br />RECESS At this point in the meeting, 9:55 P.M., Council took a <br />short recess. The meeting reconvened at 10:00 P.M. <br />IMP. NO. Fahey opened the public hearing on the improvement of <br />93-10 Keller Parkway from a point approximately 700 feet <br />KELLER northeasterly of Little Canada Road to Arcade Street <br />PARKWAY by water main. <br />The City Engineer reported that he has not heard <br />concerns with the quality of the water main project. <br />However, he wanted to apologize for the project not <br />proceeding as quickly as the City would have liked. <br />Some soil problems were encountered during the project <br />which necessitated a change in the location of the <br />culvert across the ditch and the need for additional <br />easements. This caused some delays. <br />The City Administrator reported that the actual cost of <br />the project was slightly higher than was stated at the <br />improvement hearing. The Administrator pointed out <br />that the Keller Parkway water main improvement is a <br />single-frontage improvement. The City's assessment <br />policy places a cap on the cost that can be assessed to <br />property owners involved in single-frontage projects. <br />Without the cap, the cost to property owners would have <br />been $10,000 per lot. With the cap the cost would have <br />been $4,400 in 1994. Using the CPI that cap was <br />adjusted to $4,510, which is the amount proposed to be <br />assessed on a per lot basis. An estimate of $4,600 was <br />reported at neighborhood meetings on this project. The <br />Administrator reported that the City will be picking up <br />approximately 59% of the cost of the improvement. The <br />Administrator also noted that the water main project <br />was coordinated with the County's road improvement <br />project, which results in project cost savings. <br />Morelan asked if the entire project was considered <br />single-frontage. <br />31 <br />
