MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1995 <br />The Administrator replied that technically there is a <br />small portion of double-frontage along Keller Parkway. <br />However, this is offset by some non-assessable <br />property. <br />Fahey asked if there was anyone from the general public <br />present wishing to comment on this matter. <br />Tom Gould, 743 Keller Parkway, expressed concerns about <br />the reconstruction of his driveway as part of the <br />project. <br />The City Administrator suggested that Mr. Gould discuss <br />these concerns with the Project Manager to make sure <br />they are addressed with other punch list items. The <br />Administrator also suggested that Mr. Gould contact Dan <br />Schact at Ramsey County to make his concerns known. <br />Mr. Gould was concerned with the filling that occurred <br />on the lake side of Keller Parkway. Gould reported <br />that this fill was not compacted, and was concerned <br />about the longevity of the road in that area. <br />Fahey reported that these concerns will be communicated <br />to the County. <br />Chris Cardinal, Lakeside Court, reported that during <br />initial project discussions it was reported that no <br />filling would occur on the lake side. Cardinal <br />reported that filling was done, and felt that the City <br />should have been monitoring the situation. <br />Fahey reported that he did not remember the discussion <br />that there would be no filling on the lake side. <br />Cardinal asked that his property not be assessed as <br />part of the Keller Parkway improvement, and that he be <br />assessed when water main is installed on Lakeside <br />Court. Cardinal pointed out that he gets all his <br />utilities from Lakeside Court, has a Lakeside Court <br />address, and his house faces Lakeside Court. Cardinal <br />pointed out that the Hedlund property will be assessed <br />for water main from Lakeside Court, and he is making <br />this same request. <br />Fahey asked if a service has been installed to the <br />Hedlund property. <br />The City Administrator replied that no service was <br />installed. The Administrator reported that Hedlund <br />requested that he not be assessed for Keller Parkway <br />32 <br />
