MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 1995 <br />finalized. The City is trying to plan the location at <br />this point. <br />Scalze reported that the Council did not want to leave <br />the area without the possibility of a park. <br />Dick Boss, 57 Bryan, stated that he assumed some <br />preliminary discussions have taken place with Mr. <br />McNamara. Boss agreed that the trapezoid parcel should <br />be sold and a park developed on the McNamara site. <br />Boss suggested that the park should be located further <br />south on the McNamara site than what is shown on the <br />diagram. Boss reported that there has been a lot of <br />filling of the site over the past several years, and <br />the ground may be better to the south. Boss reported <br />that this neighborhood is the only area in the City not <br />served by a public park, and felt one has been a long <br />time coming. Boss detailed how children in the <br />neiqhborhood have used private property for several <br />years as their playgrounds. With the additional <br />children in the area, Boss supported development of a <br />neighborhood park and urged the City to move forward on <br />the issue. <br />The City Administrator reported that he has had initial <br />discussions with Mr. McNamara on the issue. One option <br />would be to take the property was park dedication when <br />the McNamara site develops. <br />Morelan asked if the City has the ability to dictate <br />where the park dedication is location. <br />The Planner replied that the City has that ability. <br />Scalze stated that the City would make the dollars <br />realized from the sale of the trapezoid parcel <br />available for a substitute park. Scalze asked if <br />appraisals have been obtained for the trapezoid parcel. <br />The City Administrator reported that the first step was <br />to do the survey to find out the feelings of the <br />neighborhood. The next step would be to proceed with <br />appraisals. <br />Fahey felt the City should move forward with the sale <br />of the trapezoid parcel. Funds realized from that sale <br />should be earmarked for the purchase of additional <br />property from McNamara. Mr. McNamara should also be <br />advised that when his property develops, the park <br />dedication fee will be collected as 10% of the land. <br />That way McNamara can plan his development and is put <br />6 <br />
