MINUTE5 CITY COUNCIL NOVEHIBER 22, 1995 The foregoing resolution was duly seconded by Scalze. Ayes (5) LaValle, Scalze, Pedersen, Morelan, Fahey. Nays (0). Resolution declared adopted. SENIOR Council reviewed the recommendation of staff with CITIZEN regard to approval of senior citizen deferment DEFERMENTS applications based on the City~s existing ordinance. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 95-11-277 - APPROVING SENIOR CITIZEN DEFERMENTS FOR TIiE JACK RADFORD PROPERTY ON KELLER PARKWAY AND THE JOHN BROWN PROPERTY ON VIKING DRIVE BASED ON THE RECOMMENDATION OF CITY STAFF The foregoing resolution was duly seconded by Pedersen. Ayes (5) LaValle, Pedersen, Scalze, Morelan, Fahey. Nays (0). Resolution declared adopted. Fahey pointed out the HUD low to moderate income guidelines included in the agenda, and stated that it was his recollection that these are the guidelines by which the Council based senior citizen deferments in the past. However, the City's ordinance was never changed officially adopting these guidelines. Fahey felt that senior citizen deferments should be based on hardship rather than age. Morelan pointed out that the system has not been abused in the past and suggested that it continue under the present ordinance standards. Morelan noted that the City charges interest on these deferred assessments. Fahey felt it was a policy issue and that some residents should not be given preferential treatment just because of age. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 95-11-278 - INSTRUCTING THE CITY ATTORNEY TO PREPARE AN ORDINANCE AMENDMENT WHICH WOULD REQUIRE THAT A SENIOR CITIZEN MEET HUD LOW TO MODERATE INCOME GUIDELINES IN ORDER TO QUALIFY FOR A SENIOR CITIZEN DEFERMENT The foregoing resolution was duly seconded by LaValle. Ayes (4) Fahey, LaValle, Scalze, Pedersen. Nays (1) Morelan. Resolution declared adopted. 16
