MINUTE5 <br />CITY COUNCIL <br />NOVEHIBER 22, 1995 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />SENIOR Council reviewed the recommendation of staff with <br />CITIZEN regard to approval of senior citizen deferment <br />DEFERMENTS applications based on the City~s existing ordinance. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-11-277 - APPROVING SENIOR CITIZEN <br />DEFERMENTS FOR TIiE JACK RADFORD PROPERTY ON KELLER <br />PARKWAY AND THE JOHN BROWN PROPERTY ON VIKING DRIVE <br />BASED ON THE RECOMMENDATION OF CITY STAFF <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Scalze, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />Fahey pointed out the HUD low to moderate income <br />guidelines included in the agenda, and stated that it <br />was his recollection that these are the guidelines by <br />which the Council based senior citizen deferments in <br />the past. However, the City's ordinance was never <br />changed officially adopting these guidelines. Fahey <br />felt that senior citizen deferments should be based on <br />hardship rather than age. <br />Morelan pointed out that the system has not been abused <br />in the past and suggested that it continue under the <br />present ordinance standards. Morelan noted that the <br />City charges interest on these deferred assessments. <br />Fahey felt it was a policy issue and that some <br />residents should not be given preferential treatment <br />just because of age. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 95-11-278 - INSTRUCTING THE CITY <br />ATTORNEY TO PREPARE AN ORDINANCE AMENDMENT WHICH WOULD <br />REQUIRE THAT A SENIOR CITIZEN MEET HUD LOW TO MODERATE <br />INCOME GUIDELINES IN ORDER TO QUALIFY FOR A SENIOR <br />CITIZEN DEFERMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Scalze, Pedersen. <br />Nays (1) Morelan. Resolution declared adopted. <br />16 <br />
