The haulers have indicated that they will <br />begin accepting these materials immediately. <br />Fahey suggested that the Little Canada Press put a <br />notice in their paper. <br />Morelan asked about the reference to construction <br />debris in the contract. <br />The City Administrator reported that that reference is <br />to clarify that anyone with construction debris <br />requiring a dumpster is able to contact any licensed <br />hauler in the City for a dumpster and is not restricted <br />to the hauler providing service to their particular <br />area. The Administrator noted that there are 20 <br />licensed haulers within the City. <br />The Administrator noted staff's recommendation that <br />senior low volume service be subject to a 65 years of <br />age minimum, consistent with other exemptions the City <br />provides. <br />Morelan asked about the single person not generating <br />much trash and suggested that the low volume service <br />not be restricted by age. <br />The Administrator reported that this was discussed with <br />the haulers who suggested an age restriction. It was <br />felt that the more people eligible for low volume <br />service, the more likely it would be abused. <br />Jeff Glewwe of Bellaire reported that they provide a <br />senior rate in other communities. The rational is that <br />older people do not generate as much trash and more <br />actively recycle. A minimum age of 65 years has been <br />used successfully in other communities. Glewwe pointed <br />out that the system will use pre-paid bags at $2.75 per <br />bag. If a resident generates one bag per week, it <br />would be more economical for that resident to contract <br />for 30-gallon service. <br />Morelan asked what the difference was how old the <br />person was. <br />The Administrator noted that the haulers have suggested <br />the age restriction, and that 30-gallon servioe will be <br />available for $9 per month for other low volume users. <br />The Administrator noted that the issue of the very low <br />volume user is the one the City gets the most calls <br />about.
