MINUTE5 <br />CITY COUNCIL <br />NOVEl4BER 22, 1995 <br />FINAL PLAT - Council reviewed the request of Real Estate Masters <br />HERITAGE final plat approval of Heritage Office Park. Fahey <br />OFFICE noted that the Planning Commission has recommended <br />PARK approval of the final plat. Both the City Engineer <br />City Planner have also recommended approval subject <br />compliance with recommendations outlined in their <br />respective reports. Fahey noted the Engineer's <br />question about ownership of utilities. <br />for <br />and <br />to <br />The City Planner replied that it was his understanding <br />that utilities will be private. Easements have been <br />provided on the plat in the event the City needs to <br />install public utilities. <br />Fahey asked if improvements will meet City standards. <br />The Planner replied that they would. <br />Morelan asked about garbage handling. <br />The City Planner noted that he raised a concern with <br />outdoor storage. His office has not seen any updated <br />plans from the developer. Therefore, the <br />recommendation that garbaqe storage be handled <br />internally would stand unless satisfactory plans are <br />submitted showing otherwise. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-11-266 - APPROVING TIiE FINAL PLAT FOR <br />HERITAGE OFFICE PARK AS SUBMITTED BY REAL ESTATE <br />MASTERS SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE CITY ENGINEER AS OUTLINED IN HIS MARCH 21, 1995 <br />REPORT AND THE CITY PLANNER AS OUTLINED IN HIS OCTOBER <br />6, 1995 REPORT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Fahey, LaValle. <br />Nays (0). <br />Abstentions (1) Pedersen. Resolution declared adopted. <br />MODIFICATIONS Fahey opened the continuation of public hearing to <br />TO TIF consider modifications to Development Districts Nos. <br />DISTRICTS 2, 4, and 5 and Tax Increment Financing Districts Nos. <br />2-1, 3, and 5. Council is also asked to consider <br />transfer of these same Districts to the Economic <br />Development Authority and authorize execution of pledge <br />agreement. Fahey noted that these actions will allow <br />the City to use excess TIF increments within the <br />
