MINUTES <br />CITY COUNCIL <br />NOVENIBER 30, 1995 <br />50% of a properties' tax bill, the County approximately <br />300, and the City approximately 15%. <br />The City Administrator reported that District 623 <br />(Roseville) had a tax capacity increase of slightly <br />less than 1% from 1995 to 1996. District 624 (White <br />Bear Lake) had a tax capacity decrease of almost 10%. <br />Blackford reported that the City portion of his <br />property taxes is increasing 18.840. <br />Scalze stated that Mr. Blackford's property must have <br />received a property valuation increase by Ramsey <br />County. <br />Blackford replied that his valuation increased by <br />$4,000. Blackford further pointed out that his <br />insurance agent has lowered his valuation for insurance <br />purposes. <br />The City Administrator reported that for the last three <br />years the City had a 0% net levy increase. The <br />increase proposed for 1996 is 2.86% and is the first <br />net levy increase in four years. <br />Blackford pointed out that the County keeps increasing <br />property valuations. <br />The Administrator reported that the County informed him <br />that for 1996 43% of residential properties received no <br />valuation change, 52% are seeing a 1% to 5% increase <br />and 5% are seeing a 5% to 10% increase. The <br />Administrator explained that there are options through <br />the County or State Tax Court for contesting valuation <br />increases. <br />The City Administrator presented the Council with a <br />comparison of gross tax levy increases of cities in the <br />area. Little Canada's increase ranks 7th out of 11 <br />cities at 1.640% with Vadnais Heights the highest at <br />13.250% and Maplewood, Mounds View, and Shoreview the <br />lowest at 0%. <br />Fahey pointed out that the City is continuing to make <br />progress in the area of debt service. The City's debt <br />service levy drops to approximately half in the year <br />2000. Fahey stated that this will give the City the <br />ability to reduce property taxes. Fahey pointed out <br />the City's efforts over the last 7 or 8 years to <br />maintain increases at very low levels and in 3 of the <br />last 4 years there were no levy increases at all. <br />2 <br />
