MINUTES <br />CITY COUNCIL <br />DECEI~SBER 6, 1995 <br />generate a lot of time. While the Administrator <br />indicated that he could handle acquisition issues, he <br />could not handle relocation benefit issues. The <br />Administrator stated that by seeking the proposal he <br />wanted to make the Council aware of what the City is <br />facing. <br />Morelan commented that should there be parcels the City <br />wants to acquire, it would have to hire a firm to <br />handle the relocation benefits issues. <br />Fahey asked if relocation benefits trigger only when a <br />property is for sale, or when it is not for sale. <br />The City Attorney replied that if a property is <br />voluntarily on the market, the property owner can waive <br />relocation benefits. If it is not on the market, <br />relocation benefits are mandatory, and would apply to <br />tenants as well as property owners. <br />Fahey stated that it was not in anyone's interest to <br />pay a premium for a piece of property when there is no <br />specific development proposal for that property. <br />Morelan asked if the City has been approached by any <br />other developers. <br />Fifield replied that they have not. However, pointed <br />out that it has been a short period of time since the <br />Development Guide has been completed. Also, a lot of <br />time has been focused on the Market Place. <br />Fifield pointed out that the City has talked about <br />putting together Requests for Proposals when it has <br />control of a site. Not having site control presents a <br />barrier to the RFP process. Otherwise it becomes a <br />function of can the property be acquired. <br />Scalze pointed out that there are parts of the Market <br />Place Shopping Center property that could develop. <br />There is also the Venetian Inn property to consider. <br />Fahey suggested that another small senior housing <br />building or a theater might be a good use on the Market <br />Place property. <br />Fifield noted that the City must work in conjunction <br />with the property owner, otherwise it is fruitless to <br />go ahead with a process that cannot be completed. <br />Fahey stated that if the City has willing property <br />7 <br />
