MINUTES
CITY COUNCIL
DECII"IBER 18, 1995
things to all people. Pedersen felt that the Council
needed to make a policy decision on what it wants the
program to be. Based on that decision, the matter of
full-time or part-time status for the assistant can be
decided.
Morelan felt that if the City has to replace its two
assistants, it will require more hours just to maintain
the status quo. Morelan also felt that it may be
difficult to hire qualified part-time people to fill
the assistant positions. Morelan felt that the
functions of the department may move more smoothly with
full-time personnel.
LaValle suggested that an overlap of the Director's
hours and the assistant's hours would be beneficial.
The Director replied that that was his intention if
Michelle DeBace were hired full-time. Her hours would
overlap his in order to provide coverage after normal
working hours and on weekends when most recreation
activity occurs.
Fahey stated that the City should be paying the
assistants on an hourly basis, rather than a salary
basis. Fahey felt this was the only way to get a
picture of the hours worked by the assistants.
Morelan pointed out that the time study he submitted
was based on actual hours worked, not estimates.
Scalze £elt that Recreation Department staffing should
continue the way it is now, except that assistants
should be paid on an hourly basis.
Fahey felt that if it is necessary to replace the
assistants, the City would want someone with a flexible
schedule who can work 15 to 25 hours per week.
The Director said that sounded ideal, but was not sure
the City would find someone with that flexibility.
Morelan suggested that if the City found someone
willing to work that type of schedule, the City would
not keep the employee very long.
The Director agreed, and pointed out that he will be
continually training new personnel. The Director felt
that it will be difficult to find a new employee with
the dedication that existing and past employees have
shown.
12
