MINUTES <br />CITY COUNCIL <br />JANUARY 10, 1996 <br />COUNCIL/ The Council discussed the scheduling of a Council/Staff <br />STAFF goal setting session. It was the consensus of the <br />GOAL Council to conduct the session on-site, with staff <br />5ETTING representation similar to past sessions. Fahey <br />SESSION indicated that he would contact someone he knew to <br /> determine whether that individual would be interested <br /> in facilitating the session. Council agreed that the <br /> goal setting session should be scheduled for February <br /> 7th at 4 P.M. at City Hall. The session could be <br /> rescheduled if it appears that a number of staff are <br /> unable to attend on that date. <br />PARKING Scalze reported that the Council has discussed the <br />AIANG issue of parking along Keller Parkway on a couple of <br />KELLER occasions, and the County has indicated that they <br />P~RKWAY would post Keller Parkway no parking if the City so <br /> requested. Scalze reported that she has been contacted <br /> by a couple of individuals who do not want the Keller <br /> Parkway shoulder blocked by parked cars. Scalze <br /> pointed out that the lake side of Keller Parkway is <br /> currently posted as no parking. The house side is not. <br /> Posting both sides of the street as no parking could <br /> pose a problem for homeowners along Keller. Scalze <br /> pointed out that the situation would be similar to <br /> Edgerton Street, however; and that the City does issue <br /> parking permits for special events where additional <br /> parking is needed. Scalze felt that the Council should <br /> look at the issue given that people are walking on the <br /> shoulder and that cars continuously parking on the <br /> shoulder could damage it. <br />Fahey asked if any complaints have been received at <br />City Hall about parking along Keller Parkway. The City <br />Administrator replied that no complaints have been <br />received, and pointed out that the City has solicited <br />no input on the issue. <br />Fahey suggested that the City send out a survey to <br />residents to determine if posting both sides of Keller <br />Parkway as no parking would be a problem. The survey <br />should also include information on the fact that the <br />City would issue parking permits at no charge for <br />special events. The results of this survey should then <br />be submitted to the Council in considering the issue <br />further at a later date. <br />MASSAGE The Council xeviewed the results of a survey of <br />TFIERAPY surrounding cities on the licensing of massage therapy. <br />Fahey pointed out that Roseville licenses massage <br />therapy in conjunction with beauty parlors, and that no <br />13 <br />
