MINUTES <br />CITY COUNCIL <br />JANUARY 10, 1996 <br />license is required for massage therapy in conjunction <br />with a medical or chiropractic clinic. Staff is <br />recommending that an ordinance similar to Roseville~s <br />be adopted. <br />Morelan agreed, pointing out that such an ordinance <br />would prohibit the types of businesses that the City <br />would not want, but would allow local existing <br />businesses to expand the services they are ourrently <br />providing. <br />LaValle suggested that the ordinance include a <br />provision for background checks on the individuals <br />involved in the business. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-1-14 - INSTRUCTING THE CITY ATTORNEY <br />TO PREPARE A MASSAGE THERAPY ORDINANCE SIMILAR TO THE <br />CITY OF ROSEVILLE~S, INCLUDING A PROVISION FOR <br />BACKGROUND CHECKS ON PRINCIPALS INVOLVED IN THE <br />BUSINESS, AND ENSURING CONSISTENCY BETWEEN TIiE NEW <br />ORDINANCE AND THE CITY~S EXISTING SAUNA/MASSAGE <br />ORDINANCE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, LaValle, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />OLD FIRE Fahey pointed out the Building Official's memo dated <br />HAT,L UPDATE January 5, 1996 outlining options for the old fire <br />hall. Fahey suggested that the matter be discussed by <br />the original committee which consisted of himself, <br />Scalze, representatives of the Historical Society, <br />Little Canada Recreation Association, the Fire Chief, <br />Building Official, Public Works and the City <br />Administrator, with a recommendation made to the City <br />Council. <br />LaValle suggested that it was not necessary to include <br />the Fire Chief on the committee since the Fire <br />Department no longer had an interest in the building. <br />Fahey suggested that perhaps the solution would be to <br />make changes to the roof, electrical panel, and <br />bathroom facilities, making the building ADA <br />accessible. Fahey stated that he was not in favor of <br />abandoning the kitchen area. <br />The City Administrator agreed that the committee should <br />14 <br />
